LOS NUEVOS PERFILES PROFESIONALES Y LAS PRÁCTICAS INNOVADORAS EN SEGURIDAD CIUDADANA Y GESTIÓN URBANA, EJES DEL PROGRAMA FORMATIVO DEL PCSC, QUE ES INAUGURADO EL 27 DE ENERO EN MADRID.
Un día antes, el 26 de enero, tendrá lugar la tercera sesión del Seminario Internacional Prácticas Innovadoras en torno a la Seguridad Ciudadana con una conferencia sobre policía de proximidad en Portugal
El Programa Comunitario de Seguridad Ciudadana de Madrid inicia el año 2011 con un pionero programa formativo sobre nuevos perfiles profesionales y prácticas innovadoras en seguridad ciudadana y gestión urbana para responder a los retos y oportunidades de la cuidad diversa y tecnológica.
Los cursos han sido diseñados a partir de los resultados obtenidos en el estudio internacional que el programa viene desarrollando en Madrid desde el año 2009. Las sesiones formativas pondrán sobre la mesa las nuevas corrientes internacionales sobre gestión urbana e intervención sobre el territorio y sus aplicaciones prácticas en el ámbito municipal. Están destinados a profesionales de seguridad ciudadana, fiscalía y justicia, servicios sociales, gestión urbana y urbanismo, medio ambiente, salud comunitaria, educación social y psicología comunitaria.
El programa formativo cuenta con el apoyo de la Comisión Europea para ofrecer actividades en tres áreas de conocimiento: Seguridad pública y policía comunitaria (con el Diploma de Experto en Prácticas de Policía Comunitaria), gestión integral comunitaria (con el Diploma de Experto en Gestión Integral Comunitaria), y otras especialidades urbanas (salud, urbanismo, medio ambiente, participación ciudadana, justicia, economía y empleo).
El Programa Formativo se inaugurará con un primer curso titulado, “Modelos y prácticas de seguridad ciudadana centradas en el barrio: Un análisis de las corrientes actuales”, y lo abrirá el próximo 27 de enero el Comisario de la Policía Nacional de Loures (Lisboa, Portugal), António Jorge R.P. Resende da Silva, con una charla sobre el Contrato Local de Seguridad Ciudadana y sobre la policía de proximidad en Portugal.
3ª sesión del Seminario Internacional
Un día antes, el día 26 de enero, a las 12:00, tendrá lugar el tercer encuentro del Seminario Internacional sobre Prácticas Innovadoras en torno a la Seguridad Ciudadana, en el que se contará también con la participación de dicho Comisario, que con el título El papel de la policía de proxiidad en la coordinación inter-institucional. El caso de Loures (Portugal), abordará la filosofía de la policía de proximidad en Portugal, y sobre programas piloto como el Contrato Local de Seguridad de Loures, que consta con un equipo de trabajadores sociales sobre el terreno, de apoyo a la Policía Nacional, y en coordinación con diferentes entidades presentes sobre el territorio. El Seminario Internacional complementa el Programa Formativo con una serie de conferencias y mesas redondas para mandos policiales y directores de servicios comunitarios y locales, que culminará con la celebración del Congreso Internacional sobre Seguridad Ciudadana en la Sociedad Diversa (en octubre del próximo año). |

Conferencia abierta preparatoria de la Conferencia Nacional sobre Seguridad Ciudadana en la Sociedad Diversa
Si trabajas ofreciendo atención a ciudadanos en un barrio de Madrid, con grupos y colectivos diversos (en ámbitos como la seguridad, los servicios sociales, servicios judiciales, prevención y promoción comunitaria de la salud, educación social, integración social, dinamización, convivencia…), te invitamos a participar en un encuentro para la puesta en común del modelo de intervención que creemos necesario para una futura seguridad y convivencia adaptada a la sociedad diversa de este S. XXI.
En él, analizaremos y decidiremos qué directrices y métodos deberán seguir los diferentes profesionales de servicios al ciudadano para lograr un barrio seguro, acogedor y en convivencia adaptándonos a nuestra futura sociedad cada vez más abierta y diversa.
Los resultados de este encuentro, al igual que en otros países de varios continentes, los llevaremos a la Conferencia Nacional, y a su vez a la Conferencia Internacional sobre Seguridad Ciudadana en la Sociedad Diversa, que consensuará el tipo de seguridad ciudadana a proponer adaptada a la sociedad internacional y diversa futura.
Necesitamos tu aportación como profesional, ya que eres quien está más cerca de las necesidades de la diversidad del barrio en que trabajas.

MESA REDONDA:
Nuevas Tecnologías y Gestión de la
Transparencia en Seguridad Ciudadana
Destinado a mandos de policía y directores de otras instituciones, ámbitos relacionados o interesados en la temática.
La Mesa Redonda abordará los potenciales de aplicación de las experiencias internacionales en nuevas tecnologías de información y comunicación en el ámbito de seguridad ciudadana para avanzar en la participación ciudadana, en la investigación cartográfica y en la comprensión, anticipación y prevención del delito, debatiendo los límites, retos, y oportunidades en materia de transparencia que ello supone.

Madrid, 3rd of December 2009 – Placed in the Communitarian Center Casino de la Reina, in the neighborhood Embajadores and in collaboration with the Social Services of District Center, the IE University presented last Thursday, 3rd of December in Madrid the European project of investigation “Security in Diversity”. The objective is to serve like forum of ideas for starting the proposals that advance in the management method an intervention in public safety applied to the District Center of Madrid. The result of it is the Communitarian Program of Public Safety, that put together a complexity of services for the promotion and prevention of a matter of public safety lead by professionals, neighbors, groups and social collectives and in general for all the citizens of Madrid. It is searching also to study new integral methods for the public safety, contributing to the coordination between entities and services and offer specialized formation of social and public safety agents.
This initiative, led by IE University and co-financed by the Program Prevention and Fight against Crime at the Directorate-General Justice, Freedom and Security of the European Commission, has brought together an extensive network of collaborating institutions. Among these entities in the presentation ceremony which took place at the Community Center Casino de la Reina Madrid, have gathered the Manager of the Center District Board, the Delegate of the Government in Madrid, the Director of Security Monitoring Madrid City Council, the National Police Commissioner District Centre and the Head of Unit Integrated Municipal Police in the District, and representatives of other institutions participating in the project, such as District Social Services, the Forensic Medical Clinic Madrid, the Police Academy of the Community of Madrid or the Official College of Psychologists of Madrid.
Dr. Enrique Torres Valverde, District Manager Madrid Center, stressed that the project is an initiative of great value to the center of Madrid, because it takes our district as a space for the launch of an innovative process clearly and well, "Once again, the Madrid City Council seek to meet the Academy and, with the help of universities, guides the design of public policies and planning of its resources towards innovation and excellence, in order to ensure highest quality of local services to citizens. "
Ms. Mercedes Cobeña Porter, Director of Social Services Central District, stressed the interest that this project is for Social Services, from its initial two years ago, "and the" support such initiatives, which seek the full integration of all the neighbors as a priority for progress in building a society characterized by great diversity, is as inclusive and fair to every citizen "and therefore" we considered it of utmost importance to locate this project at the Center Community Casino de la Reina, the only of its kind in the city of Madrid. " In addition to these interventions, Ricardo Carolina, Sou da Paz, Brazilian entity pioneer in the development of projects related to citizen participation in security policies, has presented the experience of community policing and other innovative programs that has been implemented in different Brazilian cities.
The event, which has enjoyed the active participation of institutions and citizens in a conference that closed the meeting, highlighted by the Project Director and professor at the IE University, Miguel Gandarillas, "the need and importance of putting in initiatives aimed at researching and developing innovative methods to facilitate the integration of security policies and social development and to allow greater citizen participation and joint work between social organizations and citizen security in each territory. "
With the launch of the Community Program are activated different action lines that are attached to the existing municipal services, to test new devices and studies of psychosocial support to residents and service professionals and for the Central District IE University created a working group that is available from Monday to Friday, at the Community Center municipal "Casino de la Reina."

With the slogan “Madrid, Seguro que Sí” (Madrid, for sure), the new Public Safety Community Program has launched a catalog of activities and intervention services for the neighborhoods that are searching the active involvement of the citizens and the institutions to localize risk situations and attention of the citizens.
The public safety calls on for a diversity of opinions and attitudes between the residents of the center of Madrid. “This term is positive but not considered necessarily by many of the citizens” is the explanation of the Professor of psychology of IE University and director of the mentioned Program, Miguel Angel Gandarillas. Placed in the “Centro Comunitario Casino de la Reina”, the Program is promoting a series of innovative initiatives that represent an expansion of the traditional concept of security and delves into the need to work at the root of crime focusing on communitarian prevention in their own neighborhood. According to Miguel Angel Gandarillas, “we need to promote public discussions of what kind of security we want in our neighborhood and what should be the role of the neighbors, so that it can effectively extend the exercise of the rights of citizens from their involvement in the care of their environment and living in the neighborhood. "
So, are spearheading a campaign for public participation (“Contigo Seguro que Sí” – With you, for sure) that includes a series of discussion in each neighborhood of the District with the neighbors, merchandisers, institutions, associations and collectives. In these discussions will point the necessities of the neighborhoods and the proposal of the neighbors to incorporate in the design the prevention methods and the promotion of the public safety. “We need all the experiences, visions, opinions, approaches and proposals, all of them will be taking in consideration”, announce the Director of the Program. Also in the discussions the assistants will choose a representative for the Participation Forum of the Public Safety of District Center that will collaborate on the design of the methods over the territory. The first meeting will take place in Sol Neighborhood next Friday, 30th of April at 18:00 at the headquarters of the Council of Spanish Youth (Montera street, 24, 6th floor), next week, in the Universidad Neighborhood (and Maravillas), on Thursday 6th of May at 18:30 at IES Lope de Vega (San Bernardo street, 70) and in the Palacio neighborhood the next week, Wednesday, 12nd of May at 18:30 at the Cultural Center Puerta de Toledo (Gran Via de San Francisco street, 2).
At the Communitarian Program are collaborating also Social Services of District Center of Madrid, Municipal and National Police unities, different national and international universities, and the General Authority of Justice, Freedom and Security of the European Commission. |
